The HR Manager is expected to perform the following
Responsibilities:
Lead, mentor, coach, and develop the HR professionals on the team.
Provide comprehensive, accurate, and timely HR services to managers, supervisors, and employees.
Ensure that HR policies and guidelines align with the organization's strategic needs and values.
Forecast staffing needs and evaluate the effectiveness of HR programs.
Build and maintain effective relationships with management and employees.
Collaborate with management on special projects and assignments.
Note:
While leading the HR team, the HR Manager is also expected to actively participate in the day-to-day tasks as a working leader.

The check can be for multiple reasons such as signing bonus, supplies, etc. The victim will be instructed to deposit the check and use the money for any of these reasons and then instructed to send the remaining funds to the fraudster. The check will bounce and the victim is left responsible.
