The Agency Human Resources Consultant ll serves as an Employee Relations and ADA Consultant involved in a wide-variety of diverse personnel policies, procedures and processes related to Employee Relations (ER), EEO, and ADA matters; which include, but are not limited to, interpretation of disciplinary and grievance policies, procedures and internal processes, an approver and/or facilitator for Investigatory Leave With Pay and Fitness-for-Duty; and involved in accommodation requests related religion and/or the American with Disabilities Act (ADA).
This position will problem solve to facilitate a productive work environment with balanced and fair treatment of management and individual employees.
This position drafts and reviews disciplinary documents, provides consultation to management and employees regarding all aspects of employee relations and related policies and procedures, and may write as well as present procedures in the primary area of assignment.
This position will prepare various documents in conjunction with HR management and agency legal counsel.
Key
Responsibilities:
Investigates and makes recommendations related to complaints and grievances associated with allegations of workplace violence, unlawful workplace harassment, discrimination and/or retaliation in accordance with federal and state law and policies.
Serves as the Employee Assistance Program (EAP) Coordinator for the agency and will promote the program, distribute monthly newsletters and other information as needed, and monitor reports of EAP trends.
Travel is limited but may be required depending on circumstances of assigned cases.
The Human Resources Office (HR) provides comprehensive human resources and safety services to all divisions throughout the agency.
Current staffing is approximately 2,000 positions, plus seasonal/supplemental staffing.
The core services include policy administration, employee relations, staff development, benefits, classification and compensation, recruitment and retention, salary administration, diversity and inclusion, performance management, safety and wellness.
The HR office supports the mission of he agency by providing policy interpretation, processes, and staff development opportunities in all aspects of HR.
The HR office strives to create efficient processes and services that utilize technology to enhance the processes and benefits available to employees as well as expand staff development.
Central HR's Safety Section provides comprehensive occupational safety and health services to all divisions throughout the agency.

Knowledge, Skills and Abilities / Competencies Demonstrated employee relations experience related to disciplinary actions, disciplinary documentation and providing guidance to managers/supervisors on disciplinary matters.
Demonstrated experience related to employee grievances, ADA accommodation requests, or other employee relations/EEO matters.
Demonstrated experience interpreting and applying State and Federal employment laws.
Demonstrate knowledge of and experience interpreting, applying and communicating Human Resources policies and procedures, especially as it relates to employee relations issues.
Management Preferences:
Demonstrated experience conducting mediations and/or completion of OSHR's State Mediation Training.
Demonstrated experience conducting investigations relating to employee complaints and employee grievances.
Minimum Education and Experience Requirements Bachelor's degree, typically in Human Resources or related field from an appropriately accredited institution and 2 years of experience required; or High school or General Educational Development (GED) diploma and 5 years of progressive experience in Human Resources; or equivalent combination or education and experience.
If there are no qualified candidates remining in the applicant pool who meet the minimum Education and Experience or Knowledge, Skills and Abilities required for the position, the agency may consider for this position, a trainee who does not meet the minimum requirements.
Salary for a trainee may be set at a lower level than the classification salary range and recruitment range that is listed in the posting with the salary being adjusted up accordingly as the trainee has obtained the necessary additional education and experience to fully meet the minimum qualifications as outlined in the classification specification.
Note:
If a trainee is considered for this position the salary may start at $45,675 and may be increased up to $54,239 within 24 mos.

The fraudster will send a check to the victim who has accepted a job. The check can be for multiple reasons such as signing bonus, supplies, etc. The victim will be instructed to deposit the check and use the money for any of these reasons and then instructed to send the remaining funds to the fraudster. The check will bounce and the victim is left responsible.
